This is a great album that seems more essential the more you listen. It's not hardcore at all. I'm not sure there's a single section of any song that sounds one lick in the vein of Minor Threat, Bad Brains and all the DC godfathers. Who cares. It might be fair to compare the sound to some of the slower and more instrumental grooves of early Fugazi. But, that's not entirely correct either. At the risk of being accused of blasphemy, when it comes to dueling guitar textures and grooves, this Hoover album is light years ahead of where Fugazi was at the same time. It's a much more musical version of that approach, more penetrating and catchy. This is an extremely good guitar groove album, very smart. They really know how to let the sounds breathe. I can't think of any better use of two guitars at the same time in recent memory. Makes Interpol seem really really weak in comparison.

i seem to remember this band causing quite a commotion when they first came out. people were split down the middle on this direction that this band were taking hardcore music. probably because this band was not interested in being as fast or as loud or as crazed as many of their peers. Hoover use alot of quiet parts in their songs and interject a moody atmosphere. they don't seem concerned about going fast, in fact, they like things slow and building up in repetitious circles. dubby basslines carry the weight of these songs with the guitar making tasteful and tuneful interjections. the drums are solid and have a great flow. the vocals are a low key croon that keep with the somewhat eerie and tense feeling of paranoia that these songs tend to inspire. very good album that inspired hundreds, millions of trite imposters that had no business putting out records. oh well...cheers to the originators. cheers to Hoover.

Identify the Industry

Many strong firms have gone bankrupt because the need for their products or services declined. There is no point in working for a company that is no longer competitive, or one whose industry is obsolete.

Trade publications offer a clear perspective on the market size and the current market state of the industry you are investigating. If the company is operating in multiple market segments focus on the one relevant to your job offer. Industry newsletters, pink papers, and business magazines are other sources for relevant information.

The more information you can gather, the more complete financial picture you will be able to see. Once you have accurate information then you will be able to make a well informed decision. After all, this is not a decision to take lightly.

Every house or office today is equipped with a multitude of connectors. Connectors are devices used for mating and de-mating electrical power connections.

The second fiber filter is easy to remove and clean when necessary. The dirt is captured in a sufficiently large container which can easily be removed and dumped. The hand tools store nicely on the machine and includes a power brush. The flexible hose extends easily. Customer Review: Works well, questionable longevity
Just picked up one of these machines today, it works very well but feels cheaply made. The body is made out of flimsy lightweight plastic. One reviewer noted that the vacuum feels heavy but in fact it is very lightweight when empty. It does however feel heavy when you use it because the suction is so powerful it creates alot of friction. The machine is definitely not underpowered, lets just hope the motors are sturdier than the plastic exterior! One thing to note is that to really get a good cleaning with no residue you have to move quite slowly and methodically, this is not necessarily a flaw with this product but is just due to the nature of wet vacuuming, either way it is certainly much faster than mopping or scrubbing by hand. Pros: * Powerful motor, strong enough to suck the dirt out of the crevices in porous natural stones such as tumbled marble and travertine * Deep clean, works with most types of cleaning solution * Doesn't scratch my hardwoods * Long power cord Cons: * Flimsy plastic body * Questionable longevity * Dirty reservoir could be a bit larger Overall, I'd say the pros outweigh the cons, it will save you a lot of time if you are somewhat anal about having clean floors like I am.

This machine performs as though it has been refurbished, although I purchased it as a new machine. The recovery tank never completely fills to allow the automatic suction shut-off to activate. The reason I believe, is because the dirty water leaks on the tile floor when the recovery tank is about half full. Another problem or "feature" is that the machine is impossible to move when the tiles are dry. Is this deliberately designed, or is it a defect? This is the second time that I've used this machine, and I'm tempted to use a mop the next time. At least the floor appears clean enough to overcome the frustrations.


Who wouldn't want to invest in a water feature that will last for decades? If you are going to spend several thousand dollars on a waterfall and pond, don't you want it to be trouble free and add equity to your home? If so, then you do not want to cut corners by using a rubber liner, along with the accompanying cheap plastic biofalls, filter, skimmer and energy wasting sump pumps.

I have been building concrete and rebar reinforced rock waterfalls and ponds for over 25 years and have never had one crack or leak. Hundreds of "do-it-yourselfers" have professionally constructed their own water features with the help of my Construction Manual, and they will never have to worry about the high cost of maintenance that is a given when using a pond liner.

Pond liner contractors boast that their liners have twenty to thirty year warranties, depending on the manufacturer of the liner itself. What they don't tell you is that the liner is warranted against factory defects only. They won't tell you that twenty to thirty percent of ponds built with liners leak within the first year from causes such as rats, mice, ground squirrels, gophers, chipmunks, woodchucks, tree roots, stretching and punctures from heavy rocks placed on the liners, not to mention dogs, raccoons, and many other animals. The list goes on.

In addition, unlike the rocks that are secured with mortar in concrete constructions, pond liners are covered with loose rock, including the construction of the waterfall. Consequently, it presents a hazard for both children and adults who attempt to climb on the rocks. The loose rocks placed around the pond's edge and in the waterfall attract burrowing rodents, snakes and other animals. Because the rocks are not well-secured with mortar, as in concrete construction, they can easily shift and reveal the unsightly liner underneath.

Liner ponds utilize gravity filters that require frequent cleaning; and this is a hard, messy and stinky job. Liner ponds also utilize sump pumps to circulate the water. Sump pumps use sixty percent more energy than the centrifugal pumps that are used in concrete construction and are normally installed close to the edge of the pond. Consequently, they do not properly circulate the water, so all the fish waste and debris ends up collecting and rotting on the bottom, causing serious problems to the aquatic life. In addition, sump pumps have a short life span and most have only one or two-year warranties.

With concrete construction, two anti-vortex drains are installed in the center of the pond; so fish waste and other particulates gravitate to the drains and are sucked up and collected in a pressurized bead filter. This type of filter only requires the turning of a handle once or twice a week to back-flush the water, which insures a clean, crystal-clear pond.

Concrete ponds use professional pool skimmers to remove leaves and debris before it has a chance to waterlog and settle to the bottom. Concrete construction costs only twenty percent more than liner ponds and they will last for decades. With the proper instructions, any "do-it-yourselfer" can build their own water feature by hiring professional subcontractors and ordering their own concrete company and rebar installers.

In as little as one to two weeks, you can have a pond and waterfall that will last for decades and cost only twenty percent more than a leak-prone rubber liner pond. Plus, you will experience a nearly maintenance-free water feature.

As Leuchtenburg shows, Hoover’s attempts to enlist the aid of private- sector leaders did little to mitigate the Depression, and he was routed from office by Franklin D. Roosevelt in 1932. From his retirement at Stanford University, Hoover remained a vocal critic of the New Deal and big government until the end of his long life.

Leuchtenburg offers a frank, thoughtful portrait of this lifelong public servant, and shrewdly assesses Hoover’s policies and legacy in the face of one of the darkest periods of American history.

I first watched this movie when it came out on video at the age of 10, and now, 12 years later, I am not over it. Angus is an incredible movie and I am devastated at the fact that I have been unable to watch it in years. This movie must come out on DVD and hope it does so soon. The state funeral has been an important, commemorative national event since the death of Benjamin Franklin in 1790, the second of the state funerals given to George Washington in 1799. Many of the founding fathers didn't like the pomp and circumstance of state funerals, as they reflected overtones of British rule, but when a president dies, there must be public mourning.

William Henry Harrison was the first president to die in office, which required a huge ceremony to make it distinct. Washington merchant Alexander Hunter was commissioned to design a powerful funeral that would soothe the nation. In his design, Hunter draped the White House in black ribbon and had an upholstered black and white carriage transport the body.

Looking back in history, it was Abraham Lincoln's funeral in 1865 that really set the precedent for elaborate ceremonies. His remains lie in state in the rotunda of the Capitol. He was soon followed by 11 other presidents: James Garfield (1881), William McKinley (1901), Warren Harding (1923), William Howard Taft (1930), John F Kennedy (1963), Herbert Hoover (1964), Dwight Eisenhower (1969), Lyndon Johnson (1973), Ronald Reagan (2004) and Gerald Ford (2006).

The funeral procession is an important custom, starting at the White House and traveling to the US Capitol, down Constitution Avenue and Pennsylvania Avenue. Traditionally, there are six horses of the same breed and color, three riders and a section chief mounted on a fourth horse from the Old Guard Caisson Platoon.

The coffin is often followed by a rider-less horse to represent a fallen leader. Military bands lead each unit - the National Guard, active-duty, academy and reserve forces - as they participate in the funeral procession.

A state funeral includes memorial services led by the Secretary of Defense and the Secretary of the Army that are often held at the Washington National Cathedral, where foreign dignitaries, heads of state, princes, dukes, heads of government, prime ministers, premiers, generals and other officials may attend. There is usually a viewing and a service offered at the Rotunda of the Capitol, with members of Congress in attendance. The public is invited to pay their last respects at the Rotunda, under the vigilance of honor guards.

A state funeral or presidential gravesite may attract visitors from all around the world and all across the nation. Some ceremonies and viewings have seen hundreds of thousands all the way up to two million visitors! Most presidents found their final resting place in their home states.

JFK and Taft are the only two presidents lying in Arlington National Cemetery. Virginia houses a big collection of presidents -- Washington, Jefferson, Madison, Monroe and Tyler. Also, there are many presidents in Ohio - Harrison, Hayes, Garfield, McKinley and Harding. NY holds Van Buren, Fillmore, Arthur and both Roosevelts.

Air pollution is clearly a health hazard when you consider all the many harmful materials present in the air we breathe. However, this risk can be combated by control or elimination of the source of the pollutants. I recently sat on a discussion panel in a Graduate-Level Counseling/Psychology class at the local university. The night's topic was in regard to homosexuality. My two co-panelists included a conservative Baptist preacher and a Gay male. When I introduced myself to the class, I made it clear that, although I consider homosexuality a sin, according to Scripture, it is only one of many sins which include heterosexual sex outside of marriage, lying, stealing, pride, etc. As with all other sins, I added, there are consequences - not punishment - but negative responses for our own poor choices. I stated that God created sex but He did so within bounds.

During that discussion, "Pat" admitted that his main concern was not whether or not he was sinning, or whether or not his union with his current lover was accepted by God or the Church. No, his main concern, he said, was financial. Let's face it, when two people, gay or straight, share their lives together, and one of them dies, the survivor generally has a very tough time maintaining the lifestyle they had created as a pair. Part of me wants to say, "Gee, you're right! That's not fair!" Deep in my spirit, I realized, "There are consequences for every sin, Pat."

As the Gay agenda grows increasingly hostile toward traditional values, Christians MUST understand why that agenda should not be validated by the public policies of our nation. The liberal media would have us believe that homosexuality is everywhere and they call us "homophobic" if we won't accept Gays as a legitimate minority in our country (how an individual's unnatural sex acts are supposed to get them recognized as a minority along with Blacks and Hispanics is beyond me).

GAYS IN OUR MIDST

For years, the Gay-rights movement has sought safety in numbers, its leaders claiming that homosexuals make up 10% of the U.S. population. They cited the Kinsey Report, interviews with thousands of men and women for studies on human sexuality in the 1940s and 50s (Researchers into Alfred Kinsey's methods, which supposedly catalogued normal sexuality, noted that the ranks of his test subjects were filled with many sexual deviants, prostitutes and child molesters. Criminals provided as high as 1/3 of his subjects but Kinsey entered them into his database as "normal" individuals. His manipulation even extended to his choice of staff, young men and women, who were required, prior to coming on board, to provide detailed sexual histories. Another requirement was that they be filmed in explicit sexual movies, supposedly for research, shot in Kinsey's attic. Kinsey's research included observation of child sexuality, the manual and oral stimulation of children, and the timing of child orgasms with stopwatches. Part of his collection of sex films included films of children in sex acts and adult-with-child sex. The Kinsey Report claims at least '317 pre-adolescents' were sexually experimented upon by 'older adults,' and confirmation of at least 2,035 child experimental subjects were later admitted in 1980 by [assistants] Gebhard and Pomeroy as reported in Ethical Issues in Sex Therapy).

Why was this man not arrested? At any rate, Gay activists took hold of the 10% estimate to strengthen their political messagethat millions of citizens are excluded from the mainstream by anti-Gay discrimination. Policymakers and the liberal press adopted the estimatedespite protests from skeptical conservativesciting the 10% figure time and again.

New York Times 4/16/93: "Gay leaders have contended that the number of Gay and lesbian Americans was around 10 %, a figure that many of them suspected to be inflated. But they repeated the number often, they said, as a way of encouraging the nations large population of closeted homosexuals to be open about their sexual identity."

Newsweek, 2/15/93: "Some Gay activists now concede that they exploited the Kinsey estimate for its tactical value, not its accuracy. We used that figure when most gay people were entirely hidden to try to create an impression of our numerousness, says Tom Stoddard, former head of the Lambda Legal Defense Fund."

Truth is, overall, certainly less than 3% of Americans, probably around 2-3% Male, 2% Female, are homosexual or bisexual, according to the best studies available. Admissions from the New York Times on 4/16/93 include: A) First, a belated report on Presidential exit poll results the Times had previously "buried," showing only 3% Male and 2% Female homosexuals: "In fact, one survey analyzing the Presidential vote found that 3 percent of men and 2% of women said they were gay, lesbian, or bisexual. B) The Times also quoted a marketer to the homosexual community: "Sean Strub, who runs a marketing firm in Manhattan that keeps mailing lists of homosexuals for sale to advertisers and politicians, estimated the size of the countrys Gay population at 2.5 percent to 3.5 percent."

Following are some statistics - some taken from Gay publications - that reveal something quite different than what the American media and entertainment industries are preaching. I believe this information will dispel the myths that we're being programmed to believe about the Gay lifestyle. Jesus said when we know the truth, that truth will set us free. FACT: Dutch study found average Gay union lasts 1-1/2 years, and Gay participants average 8 additional partners outside these relationships (each year).

FACT: Study published in Archives of General Psychiatry, followed 1,007 individuals from birth. Revealed those classifying themselves as Gay, lesbian, or bisexual faced a significantly higher likelihood of suicide. Another study published in same publication, scientists determined that twins engaged in Gay lifestyle are 6.5 times more likely to commit suicide than heterosexual counterparts.

HOMOSEXUALITY IS NOT GENETIC! PEOPLE DO HAVE A CHOICE!

FACT: This is not a new development. The Bible testifies to this Truth. When Paul wrote to Church in Corinth nearly 2,000 years ago, he addressed the fact that some within the Church had, indeed, abandoned the homosexual lifestyle:

1 Corinthians 6: 9-11
Do you not know that the unrighteous will not inherit the kingdom of God? Do not be deceived. Neither fornicators, nor idolaters, nor adulterers, nor homosexuals, nor sodomites, nor thieves, nor covetous, nor drunkards, nor revilers, nor extortioners will inherit the kingdom of God. And such were some of you. But you were washed, but you were sanctified, but you were justified in the name of the Lord Jesus and by the Spirit of our God.

FACT: Identical twins have identical genes. If homosexuality were a biological condition produced inescapably by genes (e.g. eye color), then one twin's sexual orientation would always mirror sexual orientation of his identical twin. Yet, a 1995 study revealed opposite is true in vast majority of cases.

FACT: A disproportionately high number of homosexuals were abused as children, leading many psychologists to believe that homosexuality is often caused by a psychological desire never to be vulnerable to men, who are usually the ones that abused them during early childhood. Among lesbian women, 37% admitted to being physically abused as a child or adult, 32% had been raped or sexually attacked during their lifetime, and 19% had been involved in incestuous relationships while growing up. These numbers are significantly higher than among straights.

THERE YOU HAVE IT.

The evidence is screaming that each of us, personally, come to a verdict. If anyone reading this now is considering CHOOSING to enter or remain in the Gay lifestyle - and the truth is that it IS a choice - you are doing so even though you've just been exposed to the truth. That's what it's all about: believing TRUTH or falling for the LIES our society presents to you. It's laughable to hear perspectives such as I heard the other night as Gay proponents try and weasel their ways around the verses of Scripture that condemn homosexuality, claiming that there are too many variations in the translations, that some refer only to temple prostitution, etc. Such denial, an obvious, futile search for loopholes.

Is homosexuality a sin? As I stated earlier, according to Scripture, I believe that it is. As I read Genesis 19:4-5; Leviticus 18:22; 20:13; Romans 1:26-27; I Corinthians 6:9-10; I Timothy 1:9-10, it seems clear. Lest we forget, homosexuality is no worse a sin than hatred, gossip, doubt, unbelief, rage, rebellion and theft. My own sins are no worse and, as result of the Cross of Christ, are forgiven and forgotten forever. Just as deliverance is available for those who want to be free from any other addiction, I believe it's there for those who find themselves drawn to the Gay lifestyle. One just has to WANT to recognize the trap that the enemy has set for them and desire to be set free.

Because God's mercy is new every morning, we literally have no past every day! That's great news! The best news is that this forgiveness and mercy is available to ALL. Now THAT is the loving, hope-filled message that Christians should be sharing with those trapped in Gay lifestyles. Not to mention those trapped in adultery, substance abuse, unforgiveness or any other sin. Rather than pointing the unfeeling finger of accusation, we who are straight must ask ourselves if we qualify for throwing that first stone.

We all enjoy laughing at David Letterman's top ten lists.

Sorry to say that the following list on our woeful economy won't provide you much of a chuckle, though.

Evidence is mounting that things are indeed getting scary out there, and, what's worse, we're all more or less in denial about it. It's like we're sitting around the campfire trying to shoo away a big grizzly that wandered into our camp. Unfortunately, saying "shoo" or "scoot" or simply "go away" means virtually nothing to 800 pounds of hungry, bad-tempered, non-English-speaking bear.

So while many analysts and talking heads believe that the idea of a severe recession or even depression is laughable, the case is building that these economic days, the ones we're now living in, may be getting as bad as Hoover's first year in office.

That said (drum roll please), here's...

THE TOP TEN LIST OF WHY THE PROSPECT OF ANOTHER DEPRESSION ISN'T FUNNY AT ALL

Okay...number ten...

#10/ According to Nouriel Roubini, former senior advisor to the U.S. Treasury, the FDIC has already depleted 10 percent of its funds rescuing IndyMac alone. He believes it will quickly run out of funds salvaging the other troubled banks now lined up around the block and will have to be recapitalized by Congress (i.e., the American taxpayers) soon.

Which brings up the question, did a lot of banks fail during the Great Depression? Is Tiger Woods good at golf? There were about 60 bank failures a month through most of 1930, then 254 in November and 344 in December of that year. In fact, from 1929 to 1933, 10,000 banks simply vanished (there were only 25,000 to start off). Should something like that happen today, Washington would be frantically printing increasingly worthless dollars just to keep the banking industry afloat. Definitely not an amusing prospect.

#9/ Roubini also had a great observation on the coming Fannie Mae and Freddie Mac bailout, another unbearable load on taxpayers. He said that the Treasury rescue plan is "socialism for the rich, the well connected and Wall Street; it is the continuation of a corrupt system where profits are privatized and losses are socialized." Nothing funny about that.

OPTIMISTIC -- OR ENTIRELY UNINFORMED -- OUTLOOKS

#8/ "I see nothing in the present situation that is either menacing or warrants pessimism. I have every confidence that there will be a revival of activity in the spring and that, during this coming year, the country will make steady progress." Andrew W. Mellon, the former U.S. Secretary of Treasury, said that on December 31, 1929, two months after Black Tuesday. The Great Depression delayed his cheery prediction by roughly ten years. Unfortunately equally oblivious experts are out there at this moment insisting the economic downturn will be nothing of great significance.

And doing it with straight faces.

#7/ At the beginning of October 1929, taxi drivers, hairdressers and many everyday folks felt stock-market-wealthy. "The first day of October in 1929 made me feel like I was rich," wrote Greek immigrant and restaurant owner, George Mehales. A few short weeks later, the man was wiped out. "I had nothing left." That's because it took stocks just two days during the Great Crash to shed 20 percent in value. But that wasn't the worst of it: Three years later, stocks were down a staggering 90 percent.

Ancient history? Maybe...until you realize that we're in something of a freefall ourselves. From July of 07 to July of 08, stocks also fell 20%. Have we hit bottom yet? Not according to the Royal Bank of Scotland, the bank that produces those funny commercials. Bob Janjuah, a senior credit analyst there, is warning of a stock market crash in the autumn. Not exactly something to put a grin on your face.

THE DREADED "HOBSON'S CHOICE" THIS FALL

#6/ Speaking of Bob Janjuah, he referenced Hobson's Choice in discussing the likelihood of a market crash in the fall. Hobson's Choice is one of those paradoxes-a "damned if you do, damned if you don't" kind of thing- that refers to a free choice where only one option makes sense...but nobody wants to even think about taking that one.

In this case, the choice will be between rampaging inflation and higher interest rates. The obvious choice would be to raise rates...though the Fed doesn't want to be caught dead doing that. The consequence may well be a contracting stock market-Janjuah's collapse. In truth, he may have some credibility in these matters; he accurately predicted the beginning of the current mess, last year's credit crunch.

#5/ The world no longer finds our debt amusing, and that includes our debt-devouring pal, China. Merrill Lynch recently warned that the U.S. could face a foreign "financing crisis" as the "full consequence of the Fannie Mae and Freddie Mac mortgage debacle spread through the world." Unfortunately, America still needs some $2 billion a day in foreign capital, one way or another, to service its current account deficit.

So what happens if we end up defaulting? Will the world foreclose on us?

DOLLAR DEPOSED AT THE WORLD'S CURRENCY?

#4/ The price of gas may be the wild card in this 2008 version of recession/depression. In the 1930s, energy prices were a non-factor-a gallon of gas cost about 10. This time around, however, the cost of getting to work would cut deeply into the cost of eating and the cost of staying out of the weather. So while recessions, even depressions, come and (eventually) do go, today's one-of-a-kind energy costs may prolong the economic misery and delay any recover. And that's some pretty serious stuff.

#3/ The aforementioned Nouriel Roubini had this alarming forecast on our tanking dollar: "The Bretton Woods 2 regime of fixed exchange rates to the US dollar...will unravel-as the first Bretton Woods regimes did in the early 1970s-as US twin deficits, recession, financial crisis and rising commodity and goods inflation in emerging market economies will destroy the basis for its existence." Not exactly a laughing matter.

#2/ Should the dollar go the way of the dodo, as horrible as that sounds, investors would have to get pretty agile pretty fast in deploying their assets into currency-proof investments. The 1930's depression was deflationary; the smart investor back then found the antidote by getting liquid early on. This time around, should we face another depression, it will likely come in the fiendish form of hyper-stagflation and a collapse in confidence...both of which can be successfully treated with gold.

AND NUMBER ONE ON THE LIST...

#1/ We still have to deal with financial "experts" like famed economist John Maynard Keynes, who said in 1927, "We will not have any more crashes in our time."

Last night, the Presidential candidates had their last debate before the election. They talked of the baleful state of the economy and the stock market; but omitted from the discussion was what actually caused the credit freeze, and whether the banks should be nationalized as Treasury Secretary Hank Paulson is now proceeding to do. The omission was probably excusable, since the financial landscape has been changing so fast that it is hard to keep up. A year ago, the Dow Jones Industrial Average broke through 14,000 to make a new all-time high. Anyone predicting then that a year later the Dow would drop nearly by half and the Treasury would move to nationalize the banks would have been regarded with amused disbelief. But that is where we are today.1

Congress hastily voted to approve Treasury Secretary Hank Paulson's $700 billion bank bailout plan on October 3, 2008, after a tumultuous week in which the Dow fell dangerously near the critical 10,000 level. The market, however, was not assuaged. The Dow proceeded to break through not only 10,000 but then 9,000 and 8,000, closing at 8,451 on Friday, October 10. The week was called the worst in U.S. stock market history.

On Monday, October 13, the market staged a comeback the likes of which had not been seen since 1933, rising a full 11% in one day. This happened after the government announced a plan to buy equity interests in key banks, partially nationalizing them; and the Federal Reserve led a push to flood the global financial system with dollars.

The reversal was dramatic but short-lived. On October 15, the day of the Presidential debate, the Dow dropped 733 points, crash landing at 8,578. The reversal is looking more like a massive pump and dump scheme - artificially inflating the market so insiders can get out - than a true economic rescue. The real problem is not in the much-discussed subprime market but is in the credit market, which has dried up. The banking scheme itself has failed. As was learned by painful experience during the Great Depression, the economy cannot be rescued by simply propping up failed banks. The banking system itself needs to be overhauled.

A LITANY OF FAILED RESCUE PLANS

Credit has dried up because many banks cannot meet the 8% capital requirement that limits their ability to lend. A bank's capital - the money it gets from the sale of stock or from profits - can be fanned into more than 10 times its value in loans; but this leverage also works the other way. While $80 in capital can produce $1,000 in loans, an $80 loss from default wipes out $80 in capital, reducing the sum that can be lent by $1,000. Since the banks have been experiencing widespread loan defaults, their capital base has shrunk proportionately.

The bank bailout plan announced on October 3 involved using taxpayer money to buy up mortgage-related securities from troubled banks. This was supposed to reduce the need for new capital by reducing the amount of risky assets on the banks' books. But the banks' risky assets include derivatives - speculative bets on market changes - and derivative exposure for U.S. banks is now estimated at a breathtaking $180 trillion. The sum represents an impossible-to-fill black hole that is three times the gross domestic product of all the countries in the world combined. As one critic said of Paulson's roundabout bailout plan, "this seems designed to help Hank's friends offload trash, more than to clear a market blockage."2

By Thursday, October 9, Paulson himself evidently had doubts about his ability to sell the plan. He wasn't abandoning his old cronies, but he soft-pedaled that plan in favor of another option buried in the voluminous rescue package - using a portion of the $700 billion to buy stock in the banks directly. Plan B represented a controversial move toward nationalization, but it was an improvement over Plan A, which would have reduced capital requirements only by the value of the bad debts shifted onto the government's books. In Plan B, the money would be spent on bank stock, increasing the banks' capital base, which could then be leveraged into ten times that sum in loans. The plan was an improvement but the market was evidently not convinced, since the Dow proceeded to drop another thousand points from Thursday's opening to Friday's close.

One problem with Plan B was that it did not really mean nationalization (public ownership and control of the participating banks). Rather, it came closer to what has been called "crony capitalism" or "corporate welfare." The bank stock being bought would be non-voting preferred stock, meaning the government would have no say in how the bank was run. The Treasury would just be feeding the bank money to do with as it would. Management could continue to collect enormous salaries while investing in wildly speculative ventures with the taxpayers' money. The banks could not be forced to use the money to make much-needed loans but could just use it to clean up their derivative-infested balance sheets. In the end, the banks were still liable to go bankrupt, wiping out the taxpayers' investment altogether. Even if $700 billion were fanned into $7 trillion, the sum would not come close to removing the $180 trillion in derivative liabilities from the banks' books. Shifting those liabilities onto the public purse would just empty the purse without filling the derivative black hole.

Plan C, the plan du jour, does impose some limits on management compensation. But the more significant feature of this week's plan is the Fed's new "Commercial Paper Funding Facility," which is slated to be operational on October 27, 2008. The facility would open the Fed's lending window for short-term commercial paper, the money corporations need to fund their day-to-day business operations. On October 14, the Federal Reserve Bank of New York justified this extraordinary expansion of its lending powers by stating:

"The CPFF is authorized under Section 13(3) of the Federal Reserve Act, which permits the Board, in unusual and exigent circumstances, to authorize Reserve Banks to extend credit to individuals, partnerships, and corporations that are unable to obtain adequate credit accommodations. . . .

"The U.S. Treasury believes this facility is necessary to prevent substantial disruptions to the financial markets and the economy and will make a special deposit at the New York Fed in support of this facility."3

That means the government and the Fed are now committing even more public money and taking on even more public risk. The taxpayers are already tapped out, so the Treasury's "special deposit" will no doubt come from U.S. bonds, meaning more debt on which the taxpayers have to pay interest. The federal debt could wind up running so high that the government loses its own triple-A rating. The U.S. could be reduced to Third World status, with "austerity measures" being imposed as a condition for further loans, and hyperinflation running the dollar into oblivion. Rather than solving the problem, these "rescue" plans seem destined to make it worse.

THE COLLAPSE OF A 300 YEAR PONZI SCHEME

All the king's men cannot put the private banking system together again, for the simple reason that it is a Ponzi scheme that has reached its mathematical limits. A Ponzi scheme is a form of pyramid scheme in which new investors must continually be sucked in at the bottom to support the investors at the top. In this case, new borrowers must continually be sucked in to support the creditors at the top. The Wall Street Ponzi scheme is built on "fractional reserve" lending, which allows banks to create "credit" (or "debt") with accounting entries. Banks are now allowed to lend from 10 to 30 times their "reserves," essentially counterfeiting the money they lend. Over 97 percent of the U.S. money supply (M3) has been created by banks in this way. The problem is that banks create only the principal and not the interest necessary to pay back their loans. Since bank lending is essentially the only source of new money in the system, someone somewhere must continually be taking out new loans just to create enough "money" (or "credit") to service the old loans composing the money supply. This spiraling interest problem and the need to find new debtors has gone on for over 300 years -- ever since the founding of the Bank of England in 1694 - until the whole world has now become mired in debt to the bankers' private money monopoly. As British financial analyst Chris Cook observes:

"Exponential economic growth required by the mathematics of compound interest on a money supply based on money as debt must always run up eventually against the finite nature of Earth's resources."4

The parasite has finally run out of its food source. But the crisis is not in the economy itself, which is fundamentally sound - or would be with a proper credit system to oil the wheels of production. The crisis is in the banking system, which can no longer cover up the shell game it has played for three centuries with other people's money. Fortunately, we don't need the credit of private banks. A sovereign government can create its own.

THE NEW DEAL REVISITED

Today's credit crisis is very similar to that facing Franklin Roosevelt in the 1930s. In 1932, President Hoover set up the Reconstruction Finance Corporation (RFC) as a federally-owned bank that would bail out commercial banks by extending loans to them, much as the privately-owned Federal Reserve is doing today. But like today, Hoover's plan failed. The banks did not need more loans; they were already drowning in debt. They needed customers with money to spend and to invest. President Roosevelt used Hoover's new government-owned lending facility to extend loans where they were needed most - for housing, agriculture and industry. Many new federal agencies were set up and funded by the RFC, including the HOLC (Home Owners Loan Corporation) and Fannie Mae (the Federal National Mortgage Association, which was then a government-owned agency). In the 1940s, the RFC went into overdrive funding the infrastructure necessary for the U.S. to participate in World War II, setting the country up with the infrastructure it needed to become the world's industrial leader after the war.

The RFC was a government-owned bank that sidestepped the privately-owned Federal Reserve; but unlike the private banks with which it was competing, the RFC had to have the money in hand before lending it. The RFC was funded by issuing government bonds (I.O.U.s or debt) and relending the proceeds. The result was to put the taxpayers further into debt. This problem could be avoided, however, by updating the RFC model. A system of public banks might be set up that had the power to create credit themselves, just as private banks do now. A public bank operating on the private bank model could fan $700 billion in capital reserves into $7 trillion in public credit that was derivative-free, liability-free, and readily available to fund all those things we think we don't have the money for now, including the loans necessary to meet payrolls, fund mortgages, and underwrite public infrastructure.

CREDIT AS A PUBLIC UTILITY

"Credit" can and should be a national utility, a public service provided by the government to the people it serves. Many people are opposed to getting the government involved in the banking system, but the fact is that the government is already involved. A modern-day RFC would actually mean less government involvement and a more efficient use of the already-earmarked $700 billion than policymakers are talking about now. The government would not need to interfere with the private banking system, which could carry on as before. The Treasury would not need to bail out the banks, which could be left to those same free market forces that have served them so well up to now. If banks went bankrupt, they could be put into FDIC receivership and nationalized. The government would then own a string of banks, which could be used to service the depository and credit needs of the community. There would be no need to change the personnel or procedures of these newly-nationalized banks. They could engage in "fractional reserve" lending just as they do now. The only difference would be that the interest on loans would return to the government, helping to defray the tax burden on the populace; and the banks would start out with a clean set of books, so their $700 billion in startup capital could be fanned into $7 trillion in new loans. This was the sort of banking scheme used in Benjamin Franklin's colony of Pennsylvania, where it worked brilliantly well. The spiraling-interest problem was avoided by printing some extra money and spending it into the economy for public purposes. During the decades the provincial bank operated, the Pennsylvania colonists paid no taxes, there was no government debt, and inflation did not result.

Like the Pennsylvania bank, a modern-day federal banking system would not actually need "reserves" at all. It is the sovereign right of a government to issue the currency of the realm. What backs our money today is simply "the full faith and credit of the United States," something the United States should be able to issue directly without having to draw on "reserves" of its own credit. But if Congress is not prepared to go that far, a more efficient use of the earmarked $700 billion than bailing out failing banks would be to designate the funds as the "reserves" for a newly-reconstituted RFC.

Rather than creating a separate public banking corporation called the RFC, the nation's financial apparatus could be streamlined by simply nationalizing the privately-owned Federal Reserve; but again, Congress may not be prepared to go that far. Since there is already successful precedent for establishing an RFC in times like these, that model could serve as a non-controversial starting point for a new public credit facility. The G-7 nations' financial planners, who met in Washington D.C. this past weekend, appear intent on supporting the banking system with enough government-debt-backed "liquidity" to produce what Jim Rogers calls "an inflationary holocaust." As the U.S. private banking system self-destructs, we need to ensure that a public credit system is in place and ready to serve the people's needs in its stead.
